Stolen beauty products is one of the latest trends in cargo theft discussed at the Midwest Cargo Security Council’s quarterly meeting, hosted this month by Ulta Beauty at their Bolingbrook, Illinois headquarters.
Ulta Beauty is the largest beauty retailer in the United States and premier beauty destination with more than 700 locations in 48 states. Offering prestige and mass cosmetics, makeup, fragrance, skincare and more, Ulta has products that criminals want — and thieves are stealing them by the truckloads. The national retailer is a target of multiple thefts from loads being transported into the Chicagoland area.

Guest speaker Chris Linares, an inspector with the Illinois State Police Cargo Theft Unit, pointed out that cargo theft is rising in the Chicago area as the resources in their unit are being reduced. He further emphasized that most of the cargo theft in the area gets fenced through Chicago and occurs on three-day weekends. In addition to these challenges faced, Linares reported that incidents of fictitious pickups remain high in the area and identified local distribution centers that are being heavily targeted as thieves watch and wait for the loads to hit the road, at which point they strike.
Paul Meyer of the FBI Indianapolis Division highlighted an ongoing case involving a Cuban cargo theft ring responsible for roughly 40 thefts and millions of dollars’ worth of stolen product, with incidents in the Chicagoland area.
